Nuclear Waste Services has a vacancy for an experienced P3M Assurance Manager to join our team flexible working across the NWS estate.

As part of this role, you will manage value adding, independently delivered, targeted assurance of programmes and projects across their whole life cycles within an allocated grouping of programmes(s) and projects in accordance with NWS processes and best practices to help improve programme and project outcomes.

You will also manage delivery of improvements to the programme and project assurance arrangements, focusing on mapping data and leaning into improvement opportunities, maintaining a competent programme and project assurance community and optimisation of processes and associated material to ensure the arrangements are effective and efficient.

Job Description

Responsibilities

  • Own, plan, manage, improve, and optimise the relevant programme and project assurance processes.Develop and maintain the overall NWS IAAP.
  • Ensure that programme and project assurance IAAPs are appropriate and in line with NWS and NDA guidance. Focussing on the assurance of risks and key decisions.Plan, initiate and lead programme and project assurance events.
  • Ensure that programme and project assurance reviews take place according to the applicable processes by providing appropriate support and guidance. Hopefully on rare occasions, diplomatically intervene if the review is not being conducted in a way that will not deliver the required outcomes or compromise the rigour of the review.
  • Manage the delivery of assurance briefings ahead of assurance events, supported by the wider team where appropriate, to maintain a community of competent programme and project assurance reviewers and ensuring the consistent execution of events.
  • Maintain regular contact with the programmes and projects to regularly capture learning and trends emerging and to identify improvement opportunities.
  • Manage the preparation of the annual (end of financial year) Programme and Project Assurance Report, share with all relevant stakeholder groups using appropriate communication methods and appropriately presented LfE, and use this to determine the next improvement scope to be addressed.
  • Manage delivery of new technological improvements (including enterprise-wide tools) from which programme and project assurance can benefit.
  • Manage and support the delivery of the agreed programme and project assurance improvement scopes.
  • Coach Programme & Project Managers and Team Members, Programme & Project Assurance Leads and Team Members and SPAs/SROs in the arrangements for assurance, where necessary.
  • Provide a key input on programme and project health through the lens of assurance to the EPMO and EPPSC.

Knowledge, Skills and Experience

Essential

  • Demonstratable experience of programme and project delivery aligned to medium-high project complexity and application.  
  • Adaptable and flexible to respond to changing organisational and project requirements.
  • Excellent communication skills, with the ability to collaborate effectively with multidisciplinary teams and stakeholders.
  • Professional qualification in Project Management and Programme Management as a minimum APM PFQ or equivalent, Project Controls or a relevant degree in a related field
  • Exhibits demonstrable leadership qualities in providing vision, motivation and inspiration, setting high standards and expectations, leading by example and holding the Integrated Project Teams to account. 
  • Experienced with how projects and programmes are delivered in the Nuclear sector including experience in the development of business cases aligned to government green book standards. 
  • Ability to demonstrate competence/experience of all Project Delivery Fundamentals. 
  • Creditable experience of presenting potentially challenging feedback to groups of senior leaders

Desirable

  • IPA Government Gateway review assurance team member or equivalent
  • Experience in Programme and Project Audits
  • Strong understanding of Government Project Delivery Practices
  • Professional Qualification in Project Management as a minimum PMQ and/or Programme Qualification MSP or international equivalent.
  • Strong presentation qualities and confident in presenting to large audiences.
