Procurement Business Partner

We are seeking a Procurement Business Partner to join our NWS Commercial Department. 

 

As a Procurement Business Partner you will manage end to end procurement projects efficiently and effectively whilst ensuring good value for money. As part of this role, you will ensure compliance with public expenditure controls and provide an effective procurement and contract management function to the business in line with existing procedures.

 

You will offer support the development of the supply chain, and to ensure that NWS has suitable tracking and intelligence systems in place to effectively manage its strategic suppliers and provide commercial advice on all aspects of commercial, procurement and contract management activities in order to ensure compliance with the law and relevant legislation, such as the Public Contracts Regulations.

Job Description

  • Manage a diverse range of end-to-end procurement projects from across all indirect categories in order to maximise value for money, according to NWS’s procurement policy, the Public Contracts Regulations and professional good procurement practice.
  • Influence a wide range of internal and external stakeholders up to Director level, including acting as a business partner to a defined directorate, working as a critical friend to help them solve problems and realise opportunities for NWS while ensuring compliance with the procurement policy.
  • Develop a pipeline of procurement work through proactive category analysis and business partnering with key customers and reactively picking up – sometime urgent – business needs.
  • Identify opportunities to deliver additional value for money, including by aggregation and/or collaboration with other contracting authorities both within the NDA estate and the wider public sector.
  • Collaborate with colleagues across Business Services in order to make sure procurement projects are delivered effectively and in compliance with NWS’s policies, procedures, and processes.
  • Understand, improve, and implement NWS’s procurement policy, procedure, process and operating procedure documentation.
  • Draft and review procurement documentation regularly.
  • Authorise financial information including Purchase Orders and new suppliers.
  • Leading on the preparation of robust sourcing strategies which will deliver the requirements of the business as efficiently as possible & presenting at the Governance & Assurance boards as required.
  • Leading on the preparation of tender documentation such as evaluation procedures and Invitation to Tenders for a variety of routes to market, including above PCR threshold.
  • Facilitate the tender evaluation process including undertaking financial checks, evaluation of total cost of ownership and moderating evaluation panels to ensure scoring is appropriate, then gathering and formalising feedback for unsuccessful suppliers.
  • Act as an ambassador for NWS, acting ethically and professionally while performing the job.
  • Manage, coach and support other members of the Commercial and Procurement team such as Sourcing Officers, Specialists or Administrators as required, through formal management and/or on-the-job training, shadowing, peer review and other forms of coaching and support.
  • Deputise for the Sourcing Manager or Senior Sourcing Lead in their absence.
  • Other duties as may be required to support the effective operation of NWS Business Services.

 

Knowledge, Skills and Competencies

 

 Essential: 

 

  • Member of the Chartered Institute of Purchasing & Supply (MCIPS), part-qualified or similar professional certification (with potential to sponsor further study)
  • Relevant experience working within a Procurement Department.
  • Understanding of how to run end to end procurement projects, managing contracts, management systems, commercial procedures, and contract administration.
  • Demonstrable ability to deal with people across a wide range of management levels and technical expertise.
  • A high level of drive and energy, a self-motivated team player and a good communicator

 

 Desirable: 

  • Previous experience working to Public Procurement Regulations.
