Protective Security Advisor

Job Purpose

The provision of protective security advice and guidance, including the interpretation of threat intelligence and provision of training and awareness briefings to support implementation of proportionate control measures covering protective security for NWS activities outside of the nuclear licensed site, in publicly accessible locations and in communities in which we operate.

Responsibilities

  • Effective identification of security risks to NWS staff, reputation, community partnerships, and to the public from NWS activities.
  • Developing an in-depth understanding of communities and other business areas, including operational challenges, project and planning changes, stakeholder relationships, security culture and security behaviours.
  • Ensuring that protective security operations are proportionate and business enabling through the implementation of a collaborative approach and continuous review and assurance.
  • Support NWS operational activities and security strategy through the interpretation of threat intelligence and implementation of security activities to support safe and secure operations.
  • Support continual improvement of NWS protective security framework, security systems, policies, procedures, and work instructions as appropriate to improve effectiveness, meet developing organisational requirements and appropriate internal and external standards.

Additional Responsibilities

  • Support the development, implementation and maintenance of protective security policies, standards, procedures, systems, and documentation along with establishing practices, concepts, and principles appropriate to protective security for the benefit of internal/external customers to agreed standards.
  • Provide advice and guidance on issues appropriate to protective security, ensuring that relevant stakeholders receive timely warnings of protective security implications for NWS and be available to provide advice as to the adequacy of the security controls implemented.
  • Identify, plan, and in consultation with relevant stakeholders, deploy security resources, as required, to ensure continued support to community engagement activities.
  • Apply and maintain security controls to safeguard information, assets, services, and individuals in line with the security strategy and plans.
  • Conduct protective security risk assessments for community-based activities and establish controls to achieve an acceptable level of residual risk.
  • Keep abreast of security innovation within HMG and wider industry to ensure consideration of latest systems, training, best practice, and information relevant to the functional area.
  • Supporting Incident reporting and investigation including ensuring all community engagement staff know how, what and when to report, providing advice and coaching where required.
  • Support engagement with Home Office Police with regards to NWS activities in community partnership and working group areas.
  • Support off-site emergency response from a security perspective during emergencies and emergency exercises as required.
  • Where appropriate, support the identification and delivery of tailored protective security training and awareness of community engagement staff for the benefit of NWS operational activities.
  • Ensuring that security staff deployed in support of NWS events are capable of fulfilling their assigned roles.
  • To attend appropriate meetings to support effective delivery of protective security and represent NWS at security forums and working groups as directed by line management.
  • To support operational projects and provide support to developing security strategies and plans, as necessary.
  • Always to be self-directed within general guidelines to meet set objectives.
  • Manage protective security risks within the scope of work in compliance with the NWS risk management procedures.
  • To act in a safe and secure manner at all times, recognise potential consequences of personal behaviour and say if others fall short with respect to security.
  • To consider ED&I in all conversations and interactions, ensuring you treat all individuals equally, respectfully and in line with NWS ED&I principles.
  • Awareness of the safety and environmental issues associated with the role.

Job Description

 Knowledge, Skills, and Experience  

Essential 

  • Recognised qualification in Security Risk Management or similar topic area or equivalent experience. 

  • Significant experience in an advisory/supervisory role within a public or private sector organisation with a focus on protective security. 

  • Understanding of implementation of security best practice with a particular focus on the protection of people, information, and infrastructure.  

  • Knowledge and understanding of Cabinet Office Security Policy Framework, HMG Functional Standards and HMG minimum security controls. 

  • Understanding of event security best practice and the application of counter terrorism threat mitigations for publicly accessible locations. 

  • Skilled in identifying emerging risks, issues, and opportunities, and taking corrective steps as required to ensure that the right results are achieved. 

  • Experience of delivering protective security inspections, audits, reviews etc. and using them to monitor performance and target improvement activities. 

  • Experience of stakeholder engagement, identifying key stakeholders and forging strong relationships to deliver business objectives and outcomes, using appropriate channels, to ensure they are engaged, taking account of their levels of influence and particular interests. 

  • Experience of using project management techniques and ensuring the effective delivery of a protective security measures in high profile projects and programmes. 

  • Knowledge of change management and an understanding of the need to implement protective security that is proportionate to ever changing environments and differing situations. 

  • Experience in conducting security audits and investigations.  

  • Experience of writing procedures, drafting reports, and implementation of training. 

  • Experienced in the delivery of presentations and security briefings to staff and supplier personnel. 

  • Comprehensive computer literacy with a solid working knowledge of all Microsoft applications. 

Desirable 

  • Nuclear industry experience. 

  • Membership of a professional institute / industry body. 

  • Understanding of the Security Assessment Principles for the Civil Nuclear Industry and their application.
